I was hoping that someone else may have had the problem and have a solution.
I have turned off the firewall and windows defender and same results. I have tried some of the suggestions in the forum, turning off optimization buffer size and there is not change. It seems there are a lot posts but no answers as to what the issue might be. it has to be something with windows 8.1 or perhaps even something with IE11. It is not a network or server problem as I have a Win7 machine with the exact same versions and on the same network that connect to and read the remote server with out a problem. For Winscp and Filezilla they can connect to the server but both give an error that there is an error listing the root directory. Putty it will only run for maybe a minute or 2 and then locks up. I use these to access remote redhat linux servers and it appears that there are some compatibility issues. With two major exceptions and that is Winscp and putty.
